When you are set as a reporter, assignee or watcher upon creation. Kindly contact your JIRA admin to set you automatically, as one of the mentioned roles, once a request is created.
Notifications are also inherited from JIRA email notifications scheme. Please contact your JIRA admin to update the notification scheme so you'll receive an email upon creation.
